ARMAND STEVENS
ARMAND STEVENSEXECUTIVE DIRECTOR
As the son of an anesthesiologist and a registered nurse, Armand grew up in a family where the world of health & medicine was on the forefront of discussions every night at the dinner table. These discussions led to Armand’s lifelong passion for mental wellness.

After studying Speech Communications at Colorado State University, Armand married his beautiful bride, Tracy, and they set down roots in Vancouver, Washington. They currently live on some acreage where they are raising their three children, three cats, a dog, a parakeet, and eight chickens.

With over 17 years of financial management experience, Armand loves devoting his leadership expertise to His Heart Foundation. As a follower of Jesus, Armand values the gift of helping people heal and grow as they experience the love of Christ.

RACHAEL YONKO
RACHAEL YONKOEXECUTIVE ASSISTANT, INTAKE SPECIALIST COORDINATOR
Rachael has worked in ministry for over twenty years, and has a passion for making sure that each person feels seen and heard. She is the Volunteer Coordinator for North Creek Church and has served on this team since 2008 in various capacities. She is very excited to be a part of His Heart Foundation and see how God can use her experience to support this organization. She lives in Vancouver, Washington with her family.
KEN ANDREWS
KEN ANDREWSCHIEF OPERATIONS OFFICER
Ken was born and raised in Hood River, OR. After becoming a Christian in high school, Ken attended college at Oregon State in Corvallis, OR, where he received a BS in accounting and a MBA. Ken was involved in the Navigators and with several churches doing outreach on campus.
After attending Fuller Seminary in Pasadena, CA, Ken served as a short-term missionary in Japan working with a church plant in the Tokyo area.

With getting his CPA license, Ken’s work experience has spanned public accounting, as well as working in private industry, healthcare and municipal government.

Ken has always been interested in serving a church or Christian agency in an administrative/operational role, and looks forward to using his skills and abilities in service to His Heart Foundation. “I am excited to see the role HHF plays in the lives of youth and adults toward mental wellness and health. God is leading and guiding HHF to provide hope for people in need and it’s an exciting place to be right now.”

AUTUM SMITH
AUTUM SMITHINTAKE SPECIALIST
Autumn brings experience and schooling in various ministries such as Youth With A Mission and Christrain Crusades for Christ where she developed a heart for people and their testimonies of the goodness of God and His salvation in their lives.

Autumn is eager to bring both her communication skills and organizational artistry to the team to continue bringing people close to God and wholeness. Autumn serves at her church, Heritage NW, and lives in Vancouver with her two daughters. She is delighted by the opportunity to continue learning and coming alongside those pursuing mental wellness.

KATHRYN ANDERSON
KATHRYN ANDERSONMENTORSUCCESS PROGRAM MANAGER
A University of Washington School of Social Work alumnus and graduate of the University of Michigan’s Master of Social Work (MSW) program, Kathryn brings experience working in both student support services and classroom instruction.

Kathryn is passionate about building caring connections across generations through mentoring. Having flourished under mentorship throughout her life, she is excited to encourage the development of young hearts and minds in her work to further the mission and reach of MentorSuccess™.

JENNY BERRY
JENNY BERRYSCHOOL COUNSELING SPECIALIST
Jenny graduated from Portland State University with a Bachelor’s in Social Science and a Master’s in School Counseling. While serving in public education since 2005 in the areas of special education and school counseling, Jenny has enjoyed teaching social/emotional learning lessons and building a meaningful rapport with those around her. She loves helping students discover their strengths, needs and unique value.

Jenny serves at her church and lives in Vancouver with her husband and two sons. She is excited for the opportunity to contribute in the areas of mentorship and school counseling at His Heart Foundation.

DALE BAUGH
DALE BAUGHMARKETING CONSULTANT
Dale brings a wealth of marketing, sales, and management experience to His Heart Foundation. An innovative and creative leader, he is a co-founder of MentorSuccess™. With experience in Education, Healthcare, Industrial Manufacturing & Distribution, Telecommunications, and Supply Chain. Dale recently completed his master’s degree in Education at Warner Pacific University. His enthusiasm and energy have served him well, as he continues to coach high school basketball at Jefferson High School (Portland, OR).

During his time as part of the staff, he has been a part of six-state titles, with the most recent title coming in 2017. The 2018 and 2019 teams finished in second place. Primarily a part of the MentorSuccess™ program, Dale will be counted on the bring his marketing expertise to HHF as we continue to grow and serve the needs of the community.

CYNTHIA CHEN
CYNTHIA CHENACCOUNTANT
Cynthia graduated from Boise State University with a BA in Business Administration in Accounting. Cynthia works at her local church as a bookkeeper and is actively involved with her husband at a non-profit marriage ministry. They believe that Christ-centered families and healthy marital relationships benefits both our relationship with God and the growth of the church. His Heart’s mission fits with her family mission and she is excited to use her gifts to serve.

DR. DANY TSE
DR. DANY TSEFOUNDER/BOARD CHAIRMAN
As a dentist, Dany believes in the power of early prevention and has grown his dental practices into a national group. With a passion for serving, Dr. Tse has had a wide range of experience involving various evangelical organizations. While volunteering as the Director of the mobile health care program for Medical Teams International, Dany saw a great need for quality health care. Dany is grateful to his wife Debbie for her help and support in founding the organization, without her HHF would have never come into being.
BARBARA WESTRATE
BARBARA WESTRATEBOARD VICE CHAIR
Barb is a former board member of a private K-8 school in Illinois and served as volunteer coordinator for a dynamic growing ministry through her church in Illinois. Barb has her undergrad and master’s degree in Education and masters in biblical counseling from Westminster Seminary in Philadelphia. She currently leads women in the study of God’s Word. Barb and her husband have three adult children and live in northern Florida.
DR. NATHAN STEVENS
DR. NATHAN STEVENSBOARD MEMBER
In his work as an ophthalmologist, Dr. Stevens has come to understand the value of good vision for his patients’ physical and mental well-being. Nathan serves many rural communities in southern Colorado and northern New Mexico through satellite clinics and local community hospitals. He has been active in short-term medical missions work in Guatemala for many years, often bringing his family to serve alongside him. He is honored to serve on the board at His Heart.
DR. PAUL LEUNG
DR. PAUL LEUNGBOARD MEMBER
Dr. Leung currently serves as the director of Clinical Services at OHSU, in Portland, Oregon. Being fluent in Vietnamese, Cantonese, Mandarin and Laotian, Dr. Leung is also the director of the Indochinese Psychiatry Program and has special interests in cross-cultural psychiatry. After completing his psychiatry residency at OHSU, Dr. Leung has been board certified in psychiatry since 1989. He is looking forward to using his experience to serve the team at His Heart Foundation.
DR. JERRY WILLBUR
DR. JERRY WILLBURBOARD MEMBER
Jerry Willbur’s extensive experience in the corporate world includes: being a senior executive for over twenty years at two Fortune 500 companies, S.C. Johnson, and The ServiceMaster Company. He’s a published author, best known for his award-winning research in the field of mentoring, and is currently on the advisory board for the University of New Mexico’s Mentoring Institute.
SANDRA YAGER
SANDRA YAGERBOARD MEMBER
Sandra Yager, a native of Argentina received her degree as Professor of Mathematics from CONSUDEC in Argentina. Sandra moved to the US at the age of twenty-two after marrying Mr. Yager, a Vancouver native. They are the parents of two lovely young women. In 2000, Sandra grew the Hockinson School District to offer K–12 education. In 2011, Sandra accepted the position of Superintendent of the Hockinson School District. Then after twenty-five years in public education, God called Sandra to Cornerstone Christian Academy for Learning & Leadership (CCALL). As Superintendent, Sandra openly shares her love for Jesus Christ, family, and education. Sandra works with the board, community, and national leaders, to design, roll out, and reproduce an innovative Christian school.
